Implementation Evaluation

An Implementation Evaluation of the 2014 – 2020 Programmes assessed the efficiency and effectiveness of the PEACE IV and INTERREG VA Programmes.

The Evaluation was drawn up and set out the proposed methods for effectively assessing how the support provided has contributed to the achievement of the objectives of the Programme, facilitated learning and maximized the impact of proposed investments.

Final Report:

SJC Consultancy was commissioned to undertake the Implementation Evaluation of the PEACE IV Programme (2014-2020) and the INTERREG VA Programme (2014- 2020). The Implementation Evaluation evaluates the extent to which the Programmes have been implemented as defined by the Cooperation Programme for both the PEACE IV and INTERREG VA programmes. 

The evaluation reviews SEUPB processes and structures to provide conclusions and recommendations on how to reduce the administrative burden throughout all stages of programme implementation. The report focuses on financial performance, application and assessment processes, claims process, simplification measures, delivery and staff structures as well as compliance with EU regulations. Lessons learned from the programme are included in the report which have fed into the ongoing improve of the PEACE IV and INTERREG VA programmes and which have also contributed to preparations for the PEACEPLUS Programme. 

The Year 3 Implementation Evaluation builds upon past conclusions and recommendations of the Year 1 and Year 2 Impact Evaluation reports from October 2017 and August 2018 respectively. Those past reports and executive summaries are also available below.
